Circular 2/23 The 2023 Compliance Annual Report is now available and due for completion by 31 May
Further to Circular 61/22, the Compliance Annual Report (CAR) is now available for sub-Branches to complete by 31 May 2023. It is recommended that all sub-Branches participate in completing the CAR to provide a broad subset of responses to better inform future training programs.
The Compliance Annual Report has been designed and tested in consultation with a reference group made up of sub-Branch and District Council representatives. The report covers sub-Branch obligations under the RSL NSW Constitution, Standard Operating Procedures (SOPs), in addition to legislative requirements from the Australian Charities and Not-for-Profit Commission (ACNC) and the Australian Tax Office (ATO). The questions within the Compliance Annual Report are divided into four categories: Finance Processes, Governance Processes, Legal and Regulatory Requirements, and Charitable Purpose.
Information gathered from sub-Branch Compliance Annual Report submissions will inform future training and guidance materials to be delivered to sub-Branches to bridge any gaps in understanding under the above categories. It is important to note that the Compliance Annual Report is not designed to be a mechanism for disciplinary action – rather a way to directly support sub-Branches in their operations and delivery of our Charitable Purpose.
To access the Compliance Report, log into the sub-Branch portal with your sub-Branch email address and password. Select “Compliance Report” in the top navigation bar and follow the instructions to complete the Report. Here’s a link to the updated sub-Branch Portal User Guide (page 14 and 15) now available on the sub-Branch portal.). Sub-Branch Executives are encouraged to collaborate on the completion of the Compliance Report, to ensure the accuracy of responses.
If your sub-Branch does not have access to a computer and/or internet to meet its reporting obligations in 2023, please submit a request for assistance to purchase equipment by completing the Support & Assistance Fund Application Form and submit to the State Secretary for review. Feedback will be sought from sub-Branches about the functionality and content of the report by way of a feedback form which will be distributed to the participating sub-Branches after 31 May 2023.
