Draft Constitution 2019

Welcome to the 2019 RSL NSW Constitution Resources and Feedback page.

The Board of RSL NSW issued a draft constitution to all District Council Presidents on Wednesday, 12 June 2019. This is in keeping with the commitment made by the seven District Council leaders (the ‘DC7’) elected at the District Council Forum in April to assist in the drafting of the constitution. The District Councils have therefore had time to familiarise themselves with the constitution so they can each act as a local point of contact for sub-Branches and members reviewing the draft and providing feedback.

New Constitution – Final Draft

The final draft of the new constitution can be downloaded here. This is the version that will be voted on at the 2019 Annual State Congress.

A version containing marked up changes can be downloaded here. To the extent possible, the old paragraph numbers accurately appear in the mark up, but as a result of the addition and deletion of some paragraphs, the accuracy, particularly at the end of the document is slightly compromised.

A table of changes between the first and final drafts will be made available soon.

Letters from the Acting President and DC7

The final draft of the new constitution was mailed to sub-Branches accompanied by two letters.

Draft Standard Operating Procedures

The Standard Operating Procedures (SOPs) will replace the existing By-Laws and Regulations. Importantly, the SOPs will not be rigid, step-by-step instructions. Rather, they will allow the flexibility needed to accommodate the full diversity of our sub-Branches. They will be a practical guide to help executives run a sub-Branch. The DC7 sub-committee elected by their District Council leader peers helped to draft several key SOPs.

SVA Strategic Planning Presentation

The preparatory presentation on the strategic plan shown at the forum was sent to District Councils last week and is now available to download here.

Please note that this is not the strategic plan itself but rather a presentation outlining the thinking behind a future plan. The strategic plan itself will be a single page document.

As with the draft constitution, please send all feedback to your District Councils in the first instance – they will compile feedback from across their districts and send it to us.

Legal Opinion on ‘Rockdale’ Constitution

A legal opinion by Ashurst Lawyers on the Rockdale sub-Branch’s draft version of the constitution (the Rockdale constitution), is available here available here.

The Board requested an external legal review of the Rockdale constitution to determine whether the draft meets all the requirements of the RSL NSW Act and current governance practice.

Feedback on First Draft

To manage and coordinate a high volume of feedback, we ask that all sub-Branches and individual members send their feedback to their District Council. Your District Council will submit the collated district feedback to ANZAC House. They are also able to get faster answers to any specific questions you may have on the new constitution and draft standard operating procedures.
